[OAK-2917] Allow skipping of the baseline check when tests are skipped

Description

The baseline check has a skip flag [0], I suggest to add support for it in Oak.
So in the situation where one decides to skip tests, the baseline check should be also skipped.
Helps with:

• faster turnaround of the build when I specifically choose to skip the tests.
• when offline, maven doesn't need to fetch any dependencies.
