[OAK-2076] Concurrency issues while making users members of same group in clustered env

Description

While creating users in bulk in a clustered setup, if we also make them members of the same group (lets say 'everyone') then many a times it fails with Unresolved Conflicts.

I think this is something that can be handled better and probably a merge can be attempted.
