[NUTCH-2822] Split the LICENSE.txt file into two files for source resp. binary releases

Description

According to the https://infra.apache.org/licensing-howto.html#binary the LICENSE.txt file needs to be split into two files for source resp. binary releases. Steps:

• copy LICENSE.txt into LICENSE-binary (needs a review anyway, see NUTCH-2290)
• strip licenses of dependencies (jar files) not included in the source release from LICENSE.txt
• adapt the build scripts for packaging license files as necessary
