Description

With NUTCH-2816 the Spotbugs tool is "installed" in lib/. However, files in lib/ are copied to build/ and runtime/. To avoid that the spotbugs jars are shipped in runtime and eventually also releases, the spotbugs installation folder should be moved into a different directory.
