[NUTCH-2342] Inlinks are not being indexed as part of index-links plugin

Environment

We are using linux machines for DEV and UAT.

Description

I have used index-links plugin along with other plugins to index both the inlinks and outlinks for a given page. But only the outlinks are getting indexed and not the inlinks.

Due to this issue, even the anchor plugin is not working as expected.
