Description

Should refer to the 4.0 installRoot (in place upgrade), but use the appropriate Windows SDK for the newer tools.

This might be the appropriate time to review the settings file as recorded in other issues, to make sure the right paths are used in the right place. There are several more appropriate locations and techniques for locating them than are currently used.
