[NIFI-6530] HTTP SiteToSite server returns 201 in case no data is available

Description

When MiNiFi or other NiFi connects to a HTTP SiteToSite server, the server always returns 201 in case of transaction creation.

This is inefficient as transactions are created, tracked and later deleted without anything really being transmitted. According to comments in MiNiFI code 200 should be returned in such case, although 204 would be a better choice in HTTP standard point of view.
