[NIFI-4379] Number of Active Threads shown in UI is wrong

Description

When I start a new instance of nifi, with no processors, I still see that the number of Active Threads shown in the top-level corner is 5. It appears that this is equal to the maximum number of threads allowed in the Event-Driven Thread Pool, because if I increase that to 10, the number of Active Threads shown also increases to 10.
