Description
Improvements that could be made to each doc regarding state management:
User guide: Doesn't talk about state at all. Should be added
Admin guide: In describing state it focuses almost entirely on state being across a cluster and local being an after-thought. Information about the uses of local state should be added to the intro.
Dev guide: Use-cases for each state scope should be added to help Developers understand state's potential. Also adding information about the "getStateValue" EL function and how to use it.
