[NIFI-3181] Add more options to right-click menu options when root process group is selected

Description

When the root process group is selected, right-clicking on the canvas provides "Refresh" as the only option.

It would be very useful to add other menu selections. At minimum, we should add the selections available in the Operate Palette (Configure, Start, Stop, Create Template, Upload Template). This should greatly reduce the amount of scrolling required if the user is actively in a part of the canvas that is far away from the Operate Palette.
