[NIFI-2287] The filter box in the Counters window does not have the hint text "Filter"

Description

When the user first opens the Counter window, the filter box is empty. See attached screenshot.

This is inconsistent with other windows (Summary, Data Provenance, etc.) that have the text "Filter" displayed until the user clicks in that field.
