[NIFI-1618] Build failing with OutOfMemoryError intermittently

Description

We are intermittently hitting OutOfMemoryErrors when performing the full build, due to unit tests.

I've seen this also result in failures in the TestStandardFlowFileQueue class in various unit tests as well as the ZooKeeperStateProvider unit tests. Even when the build passes, we sometimes see the following in the maven logs:

Exception: java.lang.OutOfMemoryError thrown from the UncaughtExceptionHandler in thread "FileSystemRepository Workers Thread-4"
Exception: java.lang.OutOfMemoryError thrown from the UncaughtExceptionHandler in thread "FileSystemRepository Workers Thread-3"
