Description

Controller Service A references Controller Service B. When A is enabled and B is disabled, A cannot be disabled. Disabling A requires that all referencing components are disabled and unscheduled.

The error message states that B cannot be disabled because it is not enabled. This appears to not be an issue for Processors or Reporting Tasks as we only verify if they can be stopped when they are actually running. Will likely need similar logic here.
