[NIFI-11134] Labels are not tracked by Flow Configuration History

Description

When a Label is added, modified or deleted, this action is not reflected in the Flow Configuration History. It should be part of the history so changes to a label's contents (for example) will be attributed to a specific user. In cases where the label content has changes, the before and after text should be captured as Previous Value and Value, respectively.
