Description

In order to build Apache NetBeans IDE 9.0 release candidate we need to update:

1. name to Apache NetBeans IDE 9.0
2. URLs to update centers from updates.netbeans.org to netbeans.apache.org
3. splash screen
4. user and cache directories to .netbeans/9.0 and .cache/netbeans/9.0
5. Remove assertions -J-ea from the netbeans.conf
6. Start Page (welcome/ module)
7. Title bar Apache NetBeans IDE 9.0
