[NETBEANS-71] Change title bar to "Apache NetBeans (incubating)"

Description

Would be cool to not have a randomly generate revision number in the title bar or, instead of beginning with "NetBeans IDE Dev", to have "Apache NetBeans (incubating)" instead.
