[NETBEANS-5521] Hard coded View Catalog links

Description

The links for plugin admins/verifiers to view content of the generated plugin catalogs no longer work, because they refer to the previous netbeans-vm host instead of the current one named netbeans-vm1. Due to that clicking any of the links results in 502 Bad Gateway error.

Steps to reproduce:

1. Login to https://plugins.netbeans.apache.org/ with admin privileges.
2. Click Admin from the main menu.
3. Select Publish catalog admin tool.
4. Click View catalog link for any NetBeans version.

Expected: Module catalogis fetched and displayed in the browser.

Actual: After a while the GET request times out with 502 Bad Gateway error.
