[NETBEANS-3805] Error Downloading nb-javac plugin on startup

Description

Upon launching Netbeans 11.3-beta2 it prompts to update two plugins

JavaFX Implementation for Windows [13.2]
The nb-javac Java editing support library [2.0]

After accepting the agreements and starting the download of the plugins an error occurs (See attached image)

After canceling the error the plugin installer reappears to try again. Which continues to fail in the same way. I am able to download the jar manually from the provided links.
