Description

Currently 'Encoding' option is included in both 'Project Properties' and 'Options->C/C++'. But even though I change encoding in Option menu, it doesn't affect globally.

Removing it and leaving one encoding option in Project Properties would be better for setting clear option and avoiding confusion.
