[NETBEANS-2301] Unable to access plugin portal from browser or IDE

Description

In Netbeans IDE 10, trying to check for new plugins via Tools/Plugins/Available Plugins Check for Newest, gives an error saying that there was a 502 error from the server.

I checked the URL via Firefox and Chrome and was unable to connect to http[s]://plugins.netbeans.org/PluginPortal. It says connection was reset.

Also tried via mobile, using mobile data (not my ISP) and got the same result.
