Installer Throws NullPointerException When Desktop Shortcut Creation Fails

    Description

      If the Windows installer fails to create a desktop shortcut, a NullPointerException is thrown in the installation log. This is a result of the ConfigurationLogic.java class attempting to resolve the string "CL.install.error.desktop" which does not exist in the Bundle.properties file.
