[NETBEANS-1296] AU Catalog DTD is outdated, Catalog does not contain necessary info

Description

The DTD referenced from the AU catalog is obsolete - although it declares version 2.6, it differs from version 2.6 in AU git sources. DTD ver 2.5-2.7 were updated with new attributes rather than new versions created. 

In particular, the AU DTD does not contain "Fragment-Host" attribute, which implies a dependency on another module, so the AU cannot make a correct closure of dependencies for fragments.

Proper fix would be to publish a new DTD version, with the current contents, update DTD referenced from AU catalog and in publish new version in /dtds/ directory on NB.org.
