[NETBEANS-1232] Import settings from 8.2 to 9.0 tooks too long

Description

I opened NetBeans 9.0 for the first time and it asks me whether I want to import my settings from 8.2 or not. I hit yes and I waited 5min (started at 10:33 to import and ended at 10:38). This is way to long. I opened the messages.log but there is no exception or whatever inside.

I can't cancel that dialog or close it this is why I set it to critical. NetBeans opened after 5min, after the import was finished.
