Description

Checked the rat-report.txt file, don't know what to do with these files:

• cddl_11_license.txt
• struts-tags_apache20_license.txt

As mblaesing said:
"This is more than a bit messy. At best the tlddoc files would be created with maven artifacts and an ant target created, that does what is described in the tlddoc/HowGenerateDocumentation.html file."
