Exception for new SubnetUtils("0.0.0.0/0")

    Description

      The following example in SubnetUtils throws an exception:

      SubnetUtils utils = new SubnetUtils("0.0.0.0/0");

      As '0.0.0.0/0' is within the IPv4 specification, it should be supported.
