[MYFACES-3403] jsf.js: uri encoding only works on UTF.-8 encoding

Description

We currently use the function encodeUriComponent to encode our input texts. The problem with this function as used is, that it is bound to utf-8. Now, if we switch the encoding we send down garbage and get garbage back.
We have to investigate on what we can use for proper uri encoding in other charsets.
