Compare viewId after PreRenderView does not detect navigation to the same page

      Description

      If a navigation occur inside PreRenderViewEvent to the same page, a new viewRoot component is created, but the algorithm is not detecting that case. The effect is a empty page is rendered, but it should not.

        Added check like on UIViewRoot.broadcastEvents(FacesContext, PhaseId) that limits to 15 the maximun number of cycles of buildView-PreRenderViewEvent.
