[MSITE-137] The 'name' element does not work for a menu that references modules

Description

There are a couple of special menus that can be used in the site descriptor, for modules and reports. These menus will automatically be populated and they have a default name. If you want to change this name you are supposed to be able to change this using the 'name' element. This works fine for reports but it doesn't work for modules.
