Unable to configure archiva if configuration file did not already exist

    Description

      • remove archiva configuration and database (first install scenario)
      • fill in admin details on startup
      • log in

      EXPECTED: go to configuration page for repositories
      ACTUAL: Archiva goes into an infinite redirect loop trying to access addRepository!input.action
