[MRM-1862] Can't login as admin after upgrade from 1.3.5 to 2.1.1

Description

After upgrading from version 1.3.5 to 2.1.1 it is not possible to log in with the admin user. The archiva.log shows a message indicating this behaviour: "user admin not validated". The same applies for the guest user.

The reason is, that this account is a permanent account and not flagged as "validated" in the existing user database.

The solution for me was to login with another account with admin permissions and check the "validated" box.
