[MRELEASE-865] snapshot dependencies in dependency management are not updated

Description

release:prepare will refuse to release if you have dependencies that are snapshot. For dependency management this has regressed, and allows you to do a release with snapshot versions in your dependency management.

It was supposedly fixed in MRELEASE-202 and MRELEASE-91 though both contain comments that it's not fixed.

This is a problem with parent poms, when you don't realise that you have snapshot versions in your released pom until you try and release a child project which uses these snapshots. But at this point it is too late, the parent has been released.
