    Description

      apache-rat-plugin:check should be executed after a reformatting with spotless-maven-plugin:apply. Currently the latter is executed in phase process-sourcess while the former is executed in validate (https://github.com/apache/creadur-rat/blob/acc6141d3bfbea4c1811604fa5668b1572e85898/apache-rat-plugin/src/main/java/org/apache/rat/mp/RatCheckMojo.java#L48).
