Make maven-compat optional

    Description

      Maven-compat is currently a runtime requirement as it contains implementation of core services (RepositorySystem). Until all plugins are migrated out of those deprecated APIs and before maven-compat can be removed, we need to make it really optional and it should only contain deprecated stuff.
