Description

When upgrading from 3.x to 4.x, combine.children behaves differently.

When it is declared in the parent pom, the child pom do not correctly combine elements:

Prior to maven 4, you could put combine.children into the parent pom and it would work. Since maven 4, combine.children only works when put into the child pom.
