Support resolving "~" in values given to CLI Option "-s"

    Description

      Currently relative filenames given in CLI option "-s" are assumed to be relative to the base directory. It would be nice to also support referencing files below the user's home directory by leveraging the placeholder "~". This would be especially useful with mvn/maven.config (MNG-5767).
