[MNG-5751] Massive memory usage regression

Description

Building maven-plugins reactor from trunk (clean install) halts after just a few modules with out of memory. This is even with significantly increased heap size from 3.2.2. (2.2gb)

I have tracked the breakage to commit 6cf9320942c34bc68205425ab696b1712ace9ba4
