[MNG-5572] Warn for building plugins with extensions in a reactor

Description

MNG-1911 Has been closed as won't fix. However, if the project was build with mvn install you can still get it from the local repository, which is probably an unexpected and unwanted situation.
It would be better if Maven warns for these constructions within a reactor.
