Allow repository to be disabled through settings.xml

    Description

      Sometimes our snapshot repository is down for maintenance but each build of Maven tries to download from it. This is understandable since the repository is defined in our parent POM, but the network delays introduced are too long. I recommend adding an <enabled> tag to <repository> so a repository can remain defined but optionally enabled/disabled during the build.
