[regression] Aggregators invoked from CLI no longer resolve dependencies for all reactor projects

    Description

      For a mojo with

      @requiresDependencyResolution test
@aggregrator true

      that gets invoked directly from the CLI the dependencies of all projects in the reactor should be resolved, not just the dependencies of the top-level project.
