Within a model duplicate dependency declarations should be considered an error and halt execution

    Description

      A warning is not good enough as you'll still get unpredictable behavior. Ideally this would not be allowed and caught during a session in an IDE but from the command line as part of the validation of the model duplicate dependencies should shut down execution.
