[MNG-2788] Anchor tags on POM amd Settings reference pages are broken in Firefox

Description

The TOC anchors at the top of the POM and Settings Reference pages do not work in Firefox. It appears that all of the anchor links are capitalized while the anchor labels are all lower case. Also, some of the links contain spaces while the labels contain underscores. This is causing the links to fail in Firefox.
