[MNG-1791] Instructions to download missing jar have dissapeared

Description

With the m2 bootstrap from trunk I don't get the "downloadUrl" info for missing jars when pom is present

eg.

<dependency>
<groupId>javax.mail</groupId>
<artifactId>mail</artifactId>
<version>1.3.3</version>
<scope>provided</scope>
</dependency>

should print something like
you can download ... from ... and install using the folowing command line
....
