[Patch] Port maven-javadoc-plugin from httpclient 3 to httpclient 4

    Description

      As can be seen at http://hc.apache.org/httpclient-3.x/ the old commons-httpclient project is now end of life, and is no longer being actively developed. It has been deprecated in favour of the HttpComponents http://hc.apache.org/ httpclient library for many years now.

      The attached patch ports maven-javadoc-plugin to use org.apache.httpcomponents:httpclient instead of commons-httpclient:commons-httpclient

      All tests still pass with this patch applied.

      The rationale for this patch is that in Fedora Linux we are trying to retire the old jakarta-commons-httpclient library from the distribution. We want to lower our maintenance burden and susceptibility to bugs by only having the latest (and actively developed) version of the library in Fedora.
