Description

In multimodule way, AggregatorJavadocReport/AggregatorTestJavadocReport are used by default. Due to the following in the code,

AbstractJavadocMojo.java

        if ( aggregate && !project.isExecutionRoot() )
        {
            return;
        }

the report is skipped.
