Allow specification of a volume for Docker builds to reuse Maven artifacts

    Description

      MINIFICPP-764 brought about builds for supported systems using Docker. When performing these builds with JNI, the build host will download these artifacts for each build. Being able to, optionally, specify a host based repository would help with build speed.
