Description

Right now, the user can only configure the client JAAS in limited ways.  We should build the client JAAS from a template, so that the user has more control over this.

For example, I cannot easily turn on debugging today.  If I make a change to `$METRON_HOME/client_jaas.conf` to turn on debugging, Ambari will write over my change when any of the topologies are restarted.
