Update vendored zookeeper to 3.4.13

    Description

      zookeeper-3.4.13 brings some interesting improvements, e.g., https://issues.apache.org/jira/browse/ZOOKEEPER-2184. We should updated the vendored zookeeper bindings to the latest available release, i.e., zookeeper-3.4.13.

      I did a quick test, and replacing the current zookeeper tarball with http://apache.lauf-forum.at/zookeeper/zookeeper-3.4.13/zookeeper-3.4.13.tar.gz and removing our patch leads to successful tests on fedora23, but we should validate more carefully that we still capture what is in the current tests.
