Remove libevent support from Windows

    Description

      This issue tracks the removal of libevent support from the Windows build of Mesos. Per MESOS-8668, libevent is not truly usable as a backend for libprocess, and was replaced with the Windows Thread Pool API (currently usable via -DENABLE_LIBWINIO). In a future version (probably the version after 1.7.0) we will remove libevent support from Windows entirely.

       

      Note that this is probably blocked on adding SSL support on top of of the libwinio implementation.
