[MESOS-8658] CMake build should use same compiler warnings as Autotools

Description

The CMake build currently uses the default warnings for each platform, which means rather few warnings for GCC and Clang, and quite a few for Windows. Instead, we should match Autotools as closely as possible. Once Autotools is gone, we can start turning on even more warnings, and possibly even error-on-warning semantics.
