Mesos-agent will fail if the CNI plugin flags are not set for the agent;

e.g. :
MESOS_NETWORK_CNI_CONFIG_DIR=/etc/cni/net.d"
MESOS_NETWORK_CNI_PLUGINS_DIR=/etc/cni/net.d"
